Director

Engr. Oluwadamisi (FNSE, Ph.D) holds a B.ENG (Civil), an MSc (Const. Mgt) and a Ph.D (Civil & Water Resources).

He is a Fellow of the Nigerian Society of Engineers; a Member of the Council for the Regulation of Engineering in Nigeria (COREN), and a Member of the Nigerian Institute of Management.

Introduction

The Department of Mass Housing/PPP was established in July 2008 and charged with the responsibility of effectively coordinating the Mass Housing Schemes in the FCT in accordance with the Abuja Master Plan. It is also vested with the responsibility to coordinate Public-Private Partnership (PPP) proposals and projects of the FCDA.

The Department amongst other functions undertakes the followings;

  • Developing a broad Policy Framework that defines the vision and objectives of Mass Housing Development in the FCT.
  • Promoting the organized Private Sector as the pivot on which the scheme is driven in line with Federal Government’s vision.
  • Enhancing and coordinating Public Private Partnership (PPP) projects and Proposals in meeting the Authority’s Private Sector Involvement in Infrastructure provision.

Mandate

  • To coordinate and streamline the Housing delivery programme in the FCT
  • Prepare manuals on the standards and specifications for the planning and design for the provision of Affordable Housing including basic infrastructure in accordance with FCT Regulations
  • Develop Policies and Regulations for Mass Housing Programme
  • Establish systems and procedures for the development of new Housing Schemes by the Developers within the framework of the new policy
  • Establish methodologies for engaging stakeholders through consultations with relevant SDAs of the FCTA
  • Establish benchmarks and checklists for compliance by developers prior to the commencement of any Mass Housing Development
  • Carry out additional functions as may be necessary for the achievement of the objectives of the FCT Mass Housing policy.

Responsibilities

  • Develop the FCT Housing Policies and Regulations in line with the existing national and FCT laws, Regulations, and Policies for compliance by Developers.
  • Prepare Manuals on the Standards and Specifications for the planning and design of the provision of affordable housing and basic infrastructure in accordance with FCT Regulations and National Building Codes for sustainable human settlement.
  • Establish a methodology for engaging Stakeholders through consultations with relevant FCTA/FCDA and interested private individuals/companies.
  • Carry out additional functions as may be necessary for the achievement of the objectives of the FCT Housing Policy.

Projects and Programmes

Housing Development

  • Development of a Database for received submissions on Mass Housing
  • Monitoring of ongoing Mass Housing Development and guidance to developers on their scheme
  • Processing of Cs-of-O for Mass Housing Developments
  • Evaluation of submission by prospective developers and recommendation for allocation
  • Installation of Electronic Documents and Records Management System (EDRMS)
  • Guidance to prospective Developers on the Mass Housing Development Scheme and ensuring payment of Application and Commitment fees
  • Resolution of disputes between Developers and off-takers
  • Coordination of the approval processes for the Mass Housing Scheme
  • Coordination of the development of Katampe PPP Projects.

Upgrade of Engineering Infrastructure in Mass Housing Estate

Several completed Mass Housing Estates have been executed with poor secondary & Tertiary Engineering Infrastructures. These were noticed during oversight functions when the Department was created. Consequently, discussions and arrangements are being pursued to ensure the upgrade of this Engineering Infrastructure to the FCT Standards without recourse to government funding.

Some of the Estates are as follows

  • Messrs Prince & Princess Mass Housing Estate at Duboyi, FCT Abuja
  • Messrs Crystal-Link Aluminum Products Ltd (Jubilation Court Estate); Dakwo District FCT Abuja
  • Messrs Nemmacol Nigeria Ltd ( Jubilation Bethel Estate); Lokogoma District FCT Abuja
  • Messrs Nibeco Works & Projects Limited; Lokogoma District FCT Abuja
  • Messrs Chasebond Global Services Ltd; Idu Sabo District FCT Abuja
  • Messrs FRSC Staff Housing Co-operatives Society; Lokogoma District Abuja.

Public-Private-Partnerships

Under the programme, the FCT Administration will provide the land and primary infrastructure to the locations of the Estates while the developers construct the houses along with Secondary/ Tertiary infrastructure and sell the houses to recoup their investment.

The PPP Division of the Department of Mass Housing handles the PPP matters for the Federal Capital Development Authority (FCDA). The Division, therefore, serves as the PPP Desk office for the FCDA and is charged with the sole responsibility of developing and packaging PPP arrangements.

At present, five (5) Districts of the Federal Capital City have been approved by the Federal Executive Council (FEC) for the Development of Engineering infrastructure through PPP. They include Durumi, Gwarinpa, Mabushi, Kado, and Katampe. Out of the Five Districts, Katampe Districts has been selected as the pioneer scheme which is being coordinated by the Department through the PPP division with Messrs Deanshanger Projects Ltd as Developers

Katampe District Infrastructure

Out of the five Districts earmarked for development through PPP initiatives, Katampe was selected as the pioneer District for implementation. Hence, in the year 2011, its procurement process achieved Financial Close, and the PPP Contract was awarded to Messrs Deanshanger Project Ltd at a total Development Cost of #61,194,747,645.00 (Sixty-One Billion, Seven Hundred and Ninety-Four Million, Seven Hundred and Forty-Seven Thousand, Six Hundred and Forty-Five Naira) Only. The construction works commenced and 23.5% progress was achieved before the work stopped due to the recall of the FGN Guarantee on the project by Lenders. The project is faced with some challenges, though attempts are currently ongoing to resolve and continue with the project.

Mabushi District Infrastructure

Similarly, a preferred bidder was selected for Mabushi District with Contract Close in view, though currently slowed down as FEC in 2013 directed that we align our position with the Federal Ministry of Finance (FMF) and Bureau for Public Procurement (BPP). The other three Districts of Durumi, Kado, and Gwarinpa 1 could not progress in procurement because of the challenges in the Pilot District of Katampe.

Alternate Expressway Carriage Way through Mpape Gurku-Ado/Gurku Nyanya

Furthermore, an unsolicited proposal was received from Messrs Ceezali Ltd for the construction of an Alternate Dual Carriage Way through Mpape Gurku-Ado/ Gurku Nyanya to be executed through PPP by the FCT and Nasarawa State Government. This is to decongest the ever-busy Nyanya Keffi Road. Its design is ongoing by the Department of Engineering Design & Evaluation with a Consultant Messrs Multi-Links Associates.

PPP Consultancy Services

In order to fast-track the implementation of some identified PPP projects, the Department engaged the services of consultants for the preparation of the Outline Business Case and Final Business Case for some projects. However, only have currently commenced, while another two are awaiting FCT Tender’s Board approval.

Multilevel Automated Car Parks at Designated Areas of the Federal Capital City

The Multilevel Automated Car Park is one of the PPP Consultancy Services that has commenced. It involves Consultancy Services for the preparation of an Outline Business Case for Multilevel Automated Car Parks at Designated Areas of the Federal Capital City in the sum of #60,021,423.00 including VAT (Sixty Million, Twenty-One Thousand, Four Hundred and Twenty-Three Naira) Only with a completion period of six (6) months, this was awarded to Messrs CWP Consultants.

Mpape -Guruku- Ado/Guruku- Nyanya

Consultancy Service for the preparation of Outline Business Case for Dual Carriage Way from Outer Northern Expressway (ONEX) through Mpape- Guruku- Ado/Guruku- Nyanya of the Federal Capital Territory in the sum of #81,149,880.00 (Eighty-One Million, One Hundred and Forty-Nine Thousand, Eight Hundred and Eighty Naira) Only with a completion period of six (6) months, this was awarded to Messrs Murty International Ltd.

Development of Engineered Landfill and its Management at Gosa Dump Site

Consultancy Services for the preparation of Outline Business Case and Final Business Case & Transaction Advisory Services for the Development of Engineered Landfill and its Management at Gosa Dumpsite, this was recommended for award to Messrs Murty International Ltd awaiting FCT Tenders’ Board Approval.

Full Scope Development of Dual Carriage Way from Wasa to Gwagwalada of the Federal Capital Territory

Consultancy Services for the Preparation of Outline Business Case and Final Business Case & Transaction Advisory Services for the Full Scope Development of Dual Carriage Way from Wasa to Gwagwalada of the Federal Capital Territory, this has gone through all the procurement process and is recommended for award to Messrs Catamaran Nig. Ltd. Tenders’ Board Approval is currently being awaited to commence.

Other Unsolicited Proposals

Several other unsolicited proposals were received by the FCT Administration which is currently being reviewed by the Department. They include:

  1. Development of Multilevel Car Park & Upgrade of Wuse Market through PPP by Messrs Cosgrove Investment Ltd. Discussion with the investor is at an advanced stage.
  2. Development of an International Convention Center and Five Star Hotel in the Federal Capital Territory by Messrs Abuja Property Development Company Limited (APDC). Discussion with the investor is at an advanced stage, FCT is to look for land measuring 30 hectares and await Approval from the Authority.

The Department is presently structured into four Divisions each headed by a Deputy Director and Logistics Unit as follows:

  • Engineering Infrastructure
  • Housing Development
  • Housing Design
  • Public-Private-Partnership (PPP)

Achievements

  • The Department of Mass Housing/PPP was able to achieve with the support of other stakeholders the development of a Mass Housing Guideline which was approved by the Federal Executive Council (FEC) and published in some national dailies to enlighten the public on the FCT Mass Housing Scheme.
  • The Department in synergy with other stakeholder Departments recently (on the 3rd of April 2019) secured the FCT Exco Approval on the review of the FCT Mass Housing Programme and work is in progress for its implementation.
  • A total of 3133 copies of the published Guideline have been issued to prospective Applicants/Developers on application to the Department of Mass Housing/PPP and to the general public at trade fairs as well as other public functions
  • In line with the Mass Housing Guidelines, Prospective Developers were also issued with Development Control Manuals and Engineering Infrastructure Standards Manuals which the Department of Mass Housing obtains and has so far issued 2086 copies to applicants that have keyed into the scheme.
  • The total sum of #521,500,000.00 from July 200 has been realized as payments of processing fees from prospective Developers
  • The Department of Mass Housing/PPP has established a Mass Housing Evaluation Committee whose membership is drawn from the Stakeholders Department (Development Control, Urban & Regional Planning, Engineering Services, Public Building, etc.) to evaluate all submissions including those with allocation and make relevant recommendations in line with the Guidelines to the Department of Mass Housing
  • A total number of 284 Developers with allocations have keyed into Mass Housing Scheme through the Department while a total of 2086 prospective Developers have applied to participate in the Scheme and seeking consideration for allocation of Mass Housing Plots
  • From the list of prospective Developers, 774 submissions have gone through various stages of Evaluation by the Evaluation Committee. A total of 591 have reached the final stage, that is, their submissions are forwarded to CAC for due diligence
  • While a total number of 7 Developers’ submissions with allocation were processed and evaluated by the Evaluation Committee to the final stage of the process, that is, preparation and issuance of the Development Lease Agreement
  • The total sum of #644, 000,000.00 has been realized as commitment fees paid by Developers in line with Mass Housing Guidelines before the commencement of the process of the Development Lease Agreement
  • The Department of Mass Housing ensures that documents of Developers are forwarded to relevant stakeholders Departments and necessary action is taken including obtaining necessary approvals, certification, or data necessary for the successful implementation of the Mass Housing Scheme, example a total of 197 was forwarded to Survey & Mapping for Survey data and Certification of perimeter survey while the same number of submission was also forwarded to the Department of Resettlement & Compensation for remunerations of economic trees for compensation and certification of payments.
  • Ongoing documentation and record updates of all Mass Housing Projects in the FCT
  • There have been several placements of advertorials in selected daily newspapers for the notice of all Mass Housing Developers to regularize allocations and process of Certificate of Occupancy for the benefit of Off-takers in general and to generate revenue for the FCT in particulars.
  • The Multi-Technical Disciplinary Committee on Cs-of-O has commenced work in earnest and has so far written 45 Developers out of which 35 Estates were visited. Amongst the Estates visited, twelve (12) Developers’ (Estates’) submissions were processed and cleared for issuance of Certificate of Occupancy to beneficiaries/off-takers
  • Massive dissemination of information on radio and television to sensitize the public on the activities of the FCT Mass Housing Scheme
  • The staff of the Department of Mass Hosing/PPP has visited a total of one hundred and seventy-eight (178) Mass Housing Estates to date that was adjudged to have reached an appreciable level of completion to sensitize Developers and invite them to make submission towards processing and issuance of Certificate of Occupancy (Cs-of-O) to beneficiaries/off-takers.
