blank profile picture, mystery man, avatar-973460.jpgSalimonu Rasheed commenced his career with FCDA in 1994 as a Project Quantity Surveyor on Development Area Projects in FCT. Before assuming his present rank, he functioned as a Senior Quantity Surveyor, Assistant Chief Quantity Surveyor, Assistant Chief Procurement Officer, and Deputy Director (Capital Procurement) all in the Department of Procurement, FCDA.

He has served on several professional committees such as being a Member of the Local Organizing Committee of Biennial Conference 2014; Secretary of the Professional Development and Library Committee and Chairman, NIQS FCT Chapter (2015-2017) to mention a few.

Mr. Rasheed holds a BSc (Hons) QS from Obafemi Awolowo University, Ile-Ife, and is a Fellow of the Nigeria Institute of Quantity Surveyors.

Brief History

The Public Procurement Act was signed in June 2007 by the Late President Umaru Musa Yar’adua. This was followed by a directive by the Secretary to the Government of the Federation to establish the Department/Unit of Procurement in Ministries, Departments, and Agencies of the Federal Government.

The directive of the Secretary to the Government of the Federation was accompanied by the structure of the Procurement Departments consisting of two (2) Divisions; namely Capital and Recurrent. However, when this Department was to come on board, the Management approved that a third Division (Logistics) be added in order to meet the peculiar needs of the Federal Capital Development Authority. As time goes on, the Tenders’ Board which hitherto used to be a Unit under the office of the Accounting Officer was brought under the Department in line with the Act. With this development, our Department of Procurement is now fully compliant with the Public Procurement Act (PPA), 2007.

Mandate

The Department of Procurement performs duties assigned to it by the Executive Secretary – who is the Accounting Officer. The Accounting Officer is the one;

  • Charged with line supervision of the conduct of all procurement processes in line with – Section 20(1) of the Public Procurement Act (PPA), 2007.
  • Responsible for planning and execution of all procurement activities including periodic Tender Evaluations.
  • Liable for the breach or contravention of this Act, any regulation made hereunder whether or not the act or omission was carried out by him personally or any of his subordinates. This is in line with Section 20(2a) of PPA 2007.
  • Responsible for constituting the Procurement Planning Committee and the Technical Evaluation Sub-Committee.

Functions

The Department of Procurement performs the under-listed functions and responsibilities as saddled by the Accounting Officer in line with the Public Procurement Act (PPA), 2007.

  • Aggregates the needs assessment and evaluation of all the Departments of FCDA and identifies the goods, works, or services required.
  • Carries out appropriate market and statistical surveys and on that basis prepares an analysis of the cost implications of the proposed procurement.
  • Liaises with the Implementing Departments in the preparation of Procurement Plan, Tender Documents, and together manage, implement, and monitor the execution of all approved Procurements.
  • Collate vets and standardizes requirements of each project from procuring departments in the preparation of advertisement for prequalification and Expression of Interest (EOI) in line with the Public Procurement Act, 2007.
  • Issuing and receiving Bid documents from Contractors and Service providers (Consultants) for planned procurements.
  • Process all the advertised procurements up to the various Approving Authorities depending on the threshold. This includes the recommendation of Sub-Technical Evaluation Committees, Opening of Bids, and Obtaining necessary Management approvals of the Evaluation Reports.
  • Serves as the Secretariat to both Procurement Planning Committee and Tenders Board whose Chairman is the Executive Secretary (FCDA).
  • Makes submissions to the Bureau of Public Procurement (BPP) for the Certification of Projects for Works over N1.5 Billion and Goods and Services over N300 Million thresholds in liaison with the Implementing Departments.
  • Processes all procurements from all Departments of FCDA
  • Vets payment Certificates and invoices and recommends same to the Executive Secretary, for approval and subsequent payment.
  • Prepares and maintains good procurement records for BPP inspection and for office use
  • Processes decisions of the Tenders Board meeting to the Honourable Minister for implementation.
  • Requests for a letter of “No Objection” from BPP on contracts that requires them.
  • Issues contract award letter(s) to successful Bidders after the Honourable Minister’s approval.
  • Facilitates the conduct of Due Diligence on companies before the award of contracts.
  • Project monitoring and physical verification of Goods supplied with a view to providing information on performance, output, and compliance with specifications and targets (Cost, Quality, and Time).
