Introduction

The Federal Capital Territory was created by Decree 6 of 1976 within the context of which the planning, design, and development of the Federal Capital Territory (FCT) is vested in the Federal Capital Development Authority (FCDA).

The Department of Urban and Regional Planning is responsible for the physical planning and monitoring of development in FCT, to ensure a guided and functional development in the territory.

The Department of Urban and Regional Planning is the apex Department whose functions pivot the responsibilities of other Departments concerned with the physical development of the FCT.

Mandate

The Mandate of the Department of URP is to produce plans to guide the physical development of the FCC and FCT.

Responsibilities

The Department of Urban and Regional Planning is responsible for the formulation and review of physical development policies in the FCT. It is also saddled with the responsibility of preparing and monitoring the Regional Development Plan of FCT and Master Plans for designated urban centers within the Territory.

Mission Statement

The Mission statement of the Department is to create an efficient, attractive, livable, and functional environment for the sustainable development of an inclusive City through Physical Planning.

Structure and Functions

For the effective discharge of these responsibilities, the Department operates under four (4) Divisions.

Urban Planning Division North:

Responsible for the following: –

  • Formulation and Implementation of Urban Development policies within the North of the FCC.
  • Preparation of General Land Use Plans for all the Phases North of the FCC.
  • Preparation of a Detailed Site Development Plan and Preliminary Engineering Design for Sector Centers and Residential Districts within the phases North of the FCC.
  • Land Use Monitoring of the Master Plans of FCC.

Urban Planning Division South:

Responsible for the following: –

  • Formulation and Implementation of Urban Development policies within the South of the FCC.
  • Preparation of General Land Use Plans for all the Phases South of the FCC.
  • Preparation of a Detailed Site Development Plan and Preliminary Engineering Design for Sector Centers and Residential Districts within the phases South of the FCC.
  • Land Use Monitoring of the Master Plans of FCC.

Regional Planning Division

Responsible for the following: –

  • Formulation of Regional Development policies for FCT.
  • Interpretation and Implementation of Regional Development Plans.
  • Preparation of Planning Scheme for village expansion and development in the Area Councils of FCT.
  • Coordinating development initiatives of all mandate Secretariats, Agencies & Departments in the FCT Region.
  • Coordinating Inter-Regional Development programmes between FCT and Surrounding states.
  • Processing and evaluation of applications for development proposals in the FCT region.
  • Planning and design of Resettlement/Relocation sites in the FCT

Planning, Design, and Monitoring Division

Responsible for the following: –

  • Initiation and Execution of research studies in FCT
  • Formulation and Revision of Urban Development Standards in FCC, Abuja.
  • Processing and evaluation of all types of applications for development proposals in FCC and FCT as a whole.
  • Coordination of applications for Change of Land Use, plot extension, merger, and subdivisions within the Urban Development Area of FCT.
  • Budget preparation, monitoring, and control.
  • Processing of Tender documents and Departmental periodic progress reports.
  • Management of the department’s Library and Archives.
  • Supervision of Printing & Logistic activities/services.

Achievements

  • Preparation of Land Use and Detailed Site Development Plan of Eight (8) Districts in Phase V of the FCC – (Inception Report Submitted).
  • Review of the Zuba Master Plan lot 2B – (Inception Report Submitted).
  • Preparation of the Detailed Site Development Plan of Guzape II Cadastral Zone A11 extension to accommodate Residences for Top Government functionaries.
  • Preparation of the Revised Detailed Site Development Plan of Sector Centre H (C22).
  • Preparation of the Detailed Site Development Plan of the Railway Corridor from Idu Railway Station/Container Terminal to Airport Axis referred to as the Railway Corridor Development Plan to enhance the functionality of the Railway Corridor.
  • Preparation of Detailed Site Development Plan of Gude Resettlement Scheme Cadastral Zone E13 to accommodate Communities affected by the construction of Arterial Road S8/S9 & S30 Corridor.
  • Preparation of the Harmonized Land Use Plan of Institutions cluster in Kwaita District, Kwali Area Council.
  • Preparation of the Detailed Site Development Plan of University Cluster in Jaite District, Phase IV South.
  • Identification/ Schematic Design for Proposed Computer Village, within Wasa Informal Sector Scheme.
  • Identification of site for Qatar Charity, an International Non-Governmental Organization for Partnership for the construction of 200 Units of Houses in FCT, and preparation of Site Development Plan.
  • Preparation of Structure Plan for Karshi Grazing Reserve and Prototype Design for Pastoral Settlements.
  • Preparation of Structure Plan for Paikon-Kore Grazing Reserve and the design of Special Agro-Allied Processing Zone (SAPZ).
  • University of Abuja Land and Sundry Issues (Preparation of Giri Structure Plan, Cadastral Zone E01).
  • Preparation of Site Development Plan of Industrial Area Phase IV North, Cadastral Zone D42.
  • Preparation of Site Development Plan of Sector Centres K & L, Cadastral Zone D31 & D32, FCC.
  • Identification of Sites for Abuja Green Market.
  • Identification of 30 Hectares within Yebu District, Kwali Area Council for the National Intelligence Agency (NIA) Training Complex
  • Identification of 21 Hectares within Sheda Research Town Master Plan, Kwali Area Council for the establishment of the National Institute for Police Studies.
  • Identification of 25 Hectares within Dobi District, Gwagwalada Area Council for the National Intelligence Agency (NIA) Shooting Range.
  • The redesign and realignment of Arterial Road S20.
  • The redesign of junctions along the Arterial Road N20.
  • Preparation of Relocation Scheme of Zuba G06 and Plot 15 Zuba II Layout, Gwagwalada Area Council.
  • Preparation of Site Development Plan for Karshi South District.
  • Review of the FCC Parkway System (Report Submitted).
  • Secretariat for the FCDA Technical Coordination Committee.
  • Secretariat for the FCT Committee on Plot Extension, Mergers, and Subdivision.
  • Secretariat for the Tripartite FCTA/FMWH/FHA Committee on Development of Federal Government Estates in the FCT.
  • Identification and provision of a site for the Nigeria National Petroleum Corporation (NNPC) Multispecialty Hospital in Sector Center H.
  • Identification and provision of a site for the African Export–Import Bank (AFREXIM Bank) in Sector Center H.
  • Preparation of a Layout Scheme for Integration of Nyanya Ancestral Land within Cadastral Zone E08 Nyanya.
