Engr. Johnson Toyin Oke

Head, Information and Communications Technology (ICT) Unit, FCDA

Engr. Johnson Toyin Oke is the Head of the Information and Communications Technology (ICT) Unit of the Federal Capital Development Authority (FCDA). He is an Information Technology (IT) professional with over two decades of experience in varying IT responsibilities across different sectors of the economy.

He obtained a B.Tech (Hons) in Computer Engineering in 1999 from Ladoke Akintola University of Technology (LAUTECH) Ogbomosho, Oyo State, Nigeria then proceeded to bag an M.Eng (Hons) in Computer Engineering from theFederal University of Technology Minna, Niger State, Nigeria in 2018.

He started his professional career with the Sokoto Rima Basin Development Authority in the year 2000 as a Graduate System Analyst. Before his engagement with the FCDA as the Head of the ICT Unit in 2006, his IT responsibilities ranged from Database and Network Administration, Hardware/Software Installation and Maintenance and Management of the Information and Technology Unit.

Engr. Oke is a member of the Nigeria Institute of Management, Nigeria Computer Society, Nigerian Society of Engineers, Nigerian Institute of ICT Engineers, a Registered Engineer with the Council for Regulation of Engineering in Nigeria(COREN), and a Chartered Information Technology Practitioner with the Computer Professionals Registration Council of Nigeria (CPN).

Brief History

The Federal Capital Development Authority (FCDA) formally established Information and Communication Technology (ICT) Unit under the Office of the Executive Secretary via circular FCDA/ES/216 dated 16th June, 2010.

Mandate of the ICT Department

  • Articulate and advise on general ICT policy for the Authority;
  • Proffer general/specialized solutions to all ICT-related matters;
  • Automation of FCDA processes and procedures;
  • Procurement, Installation, Monitoring, and Maintenance of all hardware and software systems for the Authority to ensure efficient service delivery;
  • Look to achieving a complete and secure network-enabled environment for FCDA.

Functions

  • Handling of all organizational ICT needs;
  • Overseeing all hardware requirements and maintenance;
  • Overseeing all software requirements and maintenance;
  • Proper evaluation of all ICT Consultants;
  • Planning and execution of all ICT Processes and Procedures;
  • Ensure the security of organizational data and ICT software and hardware infrastructures;
  • Periodic evaluation, updating and upgrading of all organizational systems;
  • Regular maintenance and repairs of ICT infrastructures within the organization;
  • Provision of ICT-based technical support and advice to management;
  • Understudy existing systems to enhance productivity;
  • Regular capacity building for FCDA staff.

Structure

The ICT Department is presently structured into four (4) divisions. The divisions are:

  • Hardware Infrastructure;
  • System Analysis & Design [CCTV, EMDS, ECMS, FABS]
  • Network and Cybersecurity;
  • Software Infrastructure.

This division comprises the following Units: –

  • Hardware Solution Architecture;
  • Infrastructure Ecosystem.

System Analysis & Design

This division comprises the following Units: –

  • Research and Development;
  • Technical Support.

Network and Cybersecurity

  • Network Security and e-Government;
  • Cloud & System Administration;

Software Infrastructure

This division comprises the following Units: –

  • Software Solution Architecture;
  • Software Development.

Achievements

The Department has contributed to the development of the Authority in the following ways:

  • On-going deployment of core ICT Infrastructure for an office collaborative environment;
  • Preservation of lives of critical documents from deterioration and destruction, provision of universal and ease of access to documents archives and unified/secured access to documents through the ongoing Enterprise Content Management System (ECMS) in FCDA;
  • On-going deployment of FIGIS – (FCDA-Infrastructure Geographic Information System);
  • All-in-one Financial Management Software application (Easy Pay) being currently used to automate FCDA financial transactions in Finance and Administration Department;
  • Automation of the National Housing Fund (NHF) process;
  • 98% success in the creation of staff official mail address;
  • ICT Support Service as an integral part of e-government initiatives.
